Signed into law in 2024 as a line item of the legislature’s mega budget bill, this funding not only secures the initial resources necessary to bring the Heartland Flyer Extension north into Kansas. It also helps secure a place for passenger rail in the state’s next transportation plan. This is the proof of state operational support required by the Federal Railroad Administration to remain in the Corridor ID Program.

Senator Corson recognizes that this is about more than just laying tracks. He has consistently identified the connection to the Dallas/Fort Worth hub as an "economic engine" for our state. Proof passenger rail is an economic engine: MODOT's Economic Impact Study of the Missouri River Runner from 2021 shows what passenger rail can do for a state's economy. MODOT's 2026 EIS shows increases across all metrics, with Annual Economic Activity at $478.9M, and tax revenue collected for the state of Missouri at $43.4M. With operational costs at $16M for two trains/day, that is $27.4M greater tax revenue collection than it costs to operate the train!!

The Heartland Flyer Extension represents the critical first step toward the comprehensive state passenger rail program identified in Kansas Statute 75-5089, which was originally passed in 2010.
