Passenger Rail is A Proven Economic Engine for Texas
Austin, TX — Advocates across Texas are calling on Texas Legislators to continue funding the Heartland Flyer, a vital transportation link and economic driver that connects communities across the state and beyond.
The Texas A&M Transportation Institute has confirmed what many already know: the Heartland Flyer delivers a substantial return on investment, generating more in tax revenue and local economic benefit than its annual operating cost. Far from being a financial burden, the service is a fiscally sound catalyst for economic development.
Now, with Kansas making bold strides — committing $5 million for FY2025 and authorizing “no-limit” funding through 2026 — the extension of the Heartland Flyer north into Wichita, Kansas, is underway. This transformative expansion will connect Texas passengers directly to Amtrak’s Southwest Chief, continuing through Kansas City and Chicago, and is projected to more than double ridership, multiplying the economic benefits across state lines.
“Just as Missouri’s investment in the Missouri River Runner paid dividends, Texas’s continued support for the Heartland Flyer is smart economic policy,” said Deborah Fischer Stout, President Northern Flyer Alliance Inc. “This is not just about transportation. It’s about jobs, business development, thriving communities and the interconnected future of rural and urban Texas.”

Peter LeCody, President of Texas Rail Advocates, added: “We are awaiting the final decision of the budget conferees in Austin. It's very frustrating that we have to go through this gyration every two years. The Heartland Flyer is a lifeline for the cities and small towns it serves. Texas needs a Revolving Passenger Rail Fund like Kansas pioneered.”
With Kansas stepping forward, Texas must continue its leadership in this vital interstate partnership. The Heartland Flyer is more than a train — it’s a lifeline for communities, a connector for commerce, and a driver of regional prosperity.
According to Barry Sullivan, City Manager for Gainesville, TX, "The Heartland Flyer is a key component of Gainesville tourism strategy, economic development and mobility options for residents and visitors alike. The Heartland Flyer lowers congestion on I-35, and provides an essential transportation option for Gainesville residents and visitors."
